b) check your ioftpd.ini, *HINT* rules would be a txt file *END HINT* theres an example for adding
site commands, that simply show text
c) check the forum, im sure this has been answered already

What version of ioBanana are you using ?
- If it's ioBanana v20 (the latest release of the 1.x branch), you should upgrade to ioBanana 2 release 1 (the first release of the 2.x branch). ioBanana v20 is old and unsupported now.
- If it's ioB2, you should read the FAQ. It will explain you why you can't use all the features of the rules system atm.

In all cases, you should read the posting guidelines.

Edit: SITE RESCAN [filename] where filename is a checked file (*.rar usually), not a sfv file. If no filename is specified, it'll rescan the whole directory.

Ok, I switched to newest ioB2, ioFTPD 5.8.5 and ioA 2.0.5

but now i get new errors, commands like "sitemoverls" turns out failed and i don't know what the heck is wrong. And I get som weird message in the logs:

Until now, move your old rules.cfg to a safe place and make sure ioBanana can't find any rules.cfg.

Have you tried the other commands that used to be a problem ? Could you confirm they are working now ?

Do you mean "on shell" like "on a completely separated server" ? It's possible but the code I've written for that is getting old and might need to be refreshed and fully tested.
