Use the quota functionality that's built into Windows, although the drives will have to be NTFS.

For point 3, Mouton wrote a simple script which is available on the old script page (I guess he hasn't reposted it, yet).

As for points 1 and 2, I'm not aware of any script which provides this functionality.
