Default Possible to delay some commands?

I have this source I want to fxp from, and the first file goes ok, then the next 4 or 5 files won't fxp (425 Cannot open data connection), and then it'll fxp one file again and then fail 4-5 files again and fxp one file again and fail 4-5 files again etc etc (hope you get my point ).
So it seems like my source, for some reason, needs about 60 sec. between every file transfer so it can fxp (i do not know why)..... so I was wondering if there's some way to delay a certain command 60 seconds?
Fixing source is NOT an option (source I think is Serv-U, not sure!), client and destination ftp server is available for tweaking/fixing (ftp server: RaidenFTPD that fxps correctly with other servers).

there is no way to delay commands
which side says "425 Cannot open data connection"? source or target?

in flashfxp, in site manager for source site enable "alternative fxp" download
