Default Network Setup?

I dont think there is a way of doing this, but no harm in asking, someone might now a walk around..

Example setup...
2 networked machines running flash, the spare machine is setup using the "startin" command so its working from the main PC, this way it gets all the updated queues, sites ,etc.

Now what i want...
The main PC is setup to transfer at full speed ,but i want the spare only to have a download cap of say 3k/sec.

now because the spare PC reads all data from the main one, is there anyway that the spare PC also has current updated queues, sites, etc, "except" the either the main options or transfer speed?

damn.. it would save all hassles if my damn router had an option to cap speed from IP xxx.xxx.xxx.xxx
