Default Freeze when doing site-to-site

I'm trying to transfer files between a remote Cobalt RaQ3 and a RH 7.2 machine with Plesk.
Here's my proftpd.conf's
RH 7.2:
<Global>
DefaultRoot ~ psacln
AllowOverwrite on
AllowForeignAddress on
</Global>

RaQ3:
<Global>
AllowChmod on
# Report localtime, not GMT
TimesGMT off
AllowForeignAddress on
</Global>

I can connect to both sites fine, but when I start a site-to-site transfer, it creates the first file/directory on the target site, but never transfers it or anything else. The size remains 0...FlashFXP just hangs there. So I have to disconnect and quit.

Where exactly does it hang? can you provide a copy of the status window text.

Does either machine have a firewall?

If you or either of the ftp servers are behind a NAT based router/firewall you may not be able to FXP. For details please read this thread

After a full minute of waiting to transfer a 3k file and it doing nothing, I just hit "abort" where you see the ABOR command.

I suspect the two sites are unable to connect to each other, the only way to confirm this is to wait until the ftp server reports an error. this depends on your ftp server time out, normally it's 900 seconds.
