Default overwrite option

There is an option [When File Exists] under [Options] for overwrite rule, is there a way for overwriting files by comparing dates, because sometimes the files size between local and remote are the same, but it is already modified on local or remote side, so it can't be compared by file size.

Well, i think that you can use the option "Rollback x Kb on resumed downloads". If you check this option your resumes will always start at x less kb than the size it had when you stop the transfers, and if the remote file changed it size with the rollback option activated you can resume it without problems.

There currently is no file exist rule based on dates.
This was mentioned in a previous thread.
