passive, file listings and ssl

I have a strange problem when using FlashFXP 3.1 and Serv-u 6.1.

When I use SSL and passive, I can't list any of the files (works fine without SSL). I get the following errors on Flash when trying to list:

[R] Data Socket Error: Connection refused
[R] List Error

I see no errors on the Serv-U log.

If I turn off passive on Flash, it works fine with SSL. And like I said above, passive works fine without SSL.

I am doing all my testing on a local network with no NAT or firewall.

What build of FlashFXP?

What build of Serv-U ?

Is the server running on the local network ? Are they the same PC or a different PC ?

What TCP config are both PC's ? I.E. IP, Gateway, Subnet, etc etc

How is the network setup ? Via a router/switch/hub ?
