[Fixed] speedlimiter during races

i tested and i dont think its working. the race symlink is created but nothing in the debug info about the speedlimit (im looking at the status window of my fxp client).

everything else works as it should, race is announced on irc etc...

hi, didnt have time to contact you yet. maybe it doesnt work cuz im using Race- instead of [Race]- ?

also Race-[rls] dirs dont get removed after race. there's complete tags and such in rls dir itself tho..
