This issue has nothing to do with UTF-8.
The problem from what I have found during my research is that windows creates special font face names for extra styles and this allows everything to work for backwards compatibility, but something funky is going on with the font select dialog, I think I've come up with a work around though if you want to use the marked lists the semibold font is not a good font to use since there is no visible difference between bold and semibold.
