German "Umlauts" broken in 4.1.0.1613

Dear sirs,

I encountered again a german Umlauts bug in FlashFXP version: 4.1.0 (build 1613) [BETA] on a german windows 7 32bit. In the following I will show you my test results with some servers. Every test was done with a folder called "Öffentlich", this directory was created nativ on the appropriate operating system. I will try to give you as much as possible information:

Server: Ubuntu Desktop 11.04
Server String: OpenSSH_5.8p1 Debian-1ubuntu3 (SFTP v3)

FlashFXP Character Encoding: ANSI
Result: Öffentlich, able to change into this directory
FlashFXP Character Encoding: UTF-8
Result: Ã-ffentlich, unable to change into this directory

Server: Windows Server 2003
Server String: VShell_3_6_5_615 VShell (SFTP v6)

FlashFXP Character Encoding: ANSI
Result: Ã-ffentlich, able to change into this directory
FlashFXP Character Encoding: UTF-8
Result: Ã-ffentlich, unable to change into this directory

Server: AIX Version 5.1
Server String: OpenSSH_5.2 (SFTP v3)

FlashFXP Character Encoding: ANSI
Result: Öffentlich, able to change into this directory
FlashFXP Character Encoding: UTF-8
Result: Öffentlich, unable to change into this directory

Thank you for bringing this to my attention.

In 1610 when I tweaked the UTF-8 settings and the way it behaved I also disabled a UTF-8 conversion check.

Just as I was about to release 1613 it was brought to my attention by a beta tester that a new issue appeared in 1612 caused by the missing UTF-8 conversion check, so in a rush to get this into 1613 the code that was previously disabled in 1610 was re-enabled.

In my haste to get the release out with a quick last minute fix, I neglected to throughly test this change and as it turns out it doesn't work properly with the UTF-8 changes I made.

I will send you a private msg with a fixed build for testing as soon as its ready.
