can not download file from local ntfs server

If you build a local ftp server,and the file system is NTFS(ftp server),now, you can visit the ftp server(127.0.0.1),and you can see all files, but you can not download any file from the ftp server!
Since version 3.6 flashfxp have this problem,also version 4.0 beta still have the problem.
version 3.4 have no this problem.
My OS:windows xp mce 2005.
