Active edits are working only one time per session.
File ssems to be loaded, but it not appear in active edits window and it`s not opens in text editor

Are you using the 1590 build?

Are you editing the files locally or remotely? The issue with remote edits should of been fixed in 1590. I haven't had any issues with it myself.

Maybe this problem is caused by transfer bugs.

In Options > Preferences > View & Edit, What do you have the "default action on save" set to?

Also if you have custom file associations set via Options > File Associations, what is it set to for the file type you're editing?

default action on save - Upload.
File association set to notepad++.exe

Bug appears not during saving a file but during opening it from remote host.
Today I don't see this bug and transfer bug...
