Upload speed limit problem

Version 4.1.1 build 1651
Serial Number is paid and Valid

Problem
Windows 7 Ultimate 64 Bit

I only use SFTP or FTP with AUth TLS.

I use upload Speed Limit normally.
The upload speed limit is not functioning at all.

Flash FXP becomes slow and not responding.
