TCP/IP Buffer Size per site

Please add an option to allow users to change the TCP/IP Buffer Sizes for specific sites. Some sites don't like buffer sizes used for other sites. This should be a site setting, maybe with an option to use the general setting in Preferences/Connection.

I forgot to mention that I've only noticed issues with it when downloading from sites. Some sites seem to need a lower receive buffer than others in order to receive any data. The only reason I change it is because it causes a major speed increase on some sites when it is set higher. I'm not sure how this would effect FXP, but I assume it would behave the same way when uploading.
