I added a note in the doc. about that:

Note that all vfs-related commands are not available in telnet (chmod, chattr, chown, etc.)

And btw, it's described in that documentation page because it's available as a ftp command. Telnet is far from feature stable/complete. I suggest you use ftp commands to administer your ftp.
