[REQ] HTTPD to allow download resuming

As stated in the subject - would be really cool if httpd will allow download resuming so users can use "Download Accelerator Plus" or similar to download faster from the http (up to their account threads/connections limit, if it is limited at all, of course).

Httpd still needs some work, but resuming will be definately in it (it is rather easy thing to implement)
