i think a script like this is posible as dzsbot addon with help of sitekill.exe and ioFTPD scheder...

ok i think thats a bad idee beter way should be to write a programm what is checking if the user xyz allready leeching befor he can start a dl thread....

btw, same can be done with upload.

maybe a nice idea and better than savagely kcking user....
