Help With SIte To Site Transfers.

Can Anyone please help me with this, when i try to do a site to site transfer, here is the error

PASV
227 Entering Passive Mode (4,23,14,52,14,98)
PORT 4,23,14,52,14,98
200 PORT Command successful.
STOR test1
150 Opening BINARY mode data connection for test1.
RETR test1
425 Cannot open data connection.
ABOR
226 ABOR command successful.
Transfer Failed!
TYPE A
200 Type set to A.
