annoying problem when downloading

I have a weird problem..

I can fxp to and from my comp.
and upload to it.
But i cant download from it..

when i do pasv i get this
(00:10:26) [1] pasv
(00:10:26) [1] 227 Entering Passive Mode (my.home,ip,6,166)

now am i wrong, or should the last 2 ports be open?

under ioftpd.ini i have
Ports = 21000-22000

and thats the ports that are open in my router.
So why isnt it working.. :s

And why does ioftpd take some other ports than the ones described in ini..
