fxping to a site using port 21 I need help

I am using xp pro
and I have tried to fxp from one site to another but one uses port 21 and I get this:

227 Entering Passive Mode (195,26,230,129,6,133)
PORT 195,26,230,129,6,133

then it fails

I have read posts in this forum and none seem to help.

Pse note:

1. I am not behind a router or firewall
2. I am not using ICS
3. I am tried using pasv mode on one or both and nothing still the same.
4. I have no trouble fxping between sites that are not using port 21.

Pse help I really need to fxp to port 21

turn PASV off under the second tab in your site maanger. It looks like the site u are on doesn't allow PASV lists or transfers..

even if I don't have pasv turned on it still does that

Any idea if the machine running the FTP server is using ICS or a Router with NAT. That would also prevent FXP.

other people can fxp to that machine. but is seems it could be a win xp prob.
