Default slow connections?

both a co-worker and I have cable modems. i can't send anything to him over 28k/s. Now my cable modem service caps me at 256k/s so what is the deal? Is there a way for me to log into his pc more than once and "tag team" the rather large upload so it will take more use of my avail bandwidth? thanks in advance

kiloBIT/8=kiloBYTE

now your 256kilobit has a theoretical maximum of 32kilobytes. however imperfect network conditions and overhead of tcp/ip packets doesn't allow you to reach that maximum.
so your 28kilobyte/second is a pretty good number.
