How to Upload Mp3's with Spial Turkish c

I can not upload MP3's with special Turkish character to my proFTPd FTP server, like this:

Davut Sulari - Kerbelaya Ağıt.mp3

I get on Status Windows:

C:\Dokumente und Einstellungen\Pinar\Desktop\Davut Sulari - Kerbelaya Agit.mp3\: Folder does not exist!
Transfer queue completed

Other Mp3's witout Turkish character , can i upload without Problem.

Is there a Solution, so can Upload Mp3s with Turkish character ????
