[REQ] Site Transfer automatic on different credit section...

so ioFTPD can't do different credit section without site transfert
hum the possible way to do it, a script ? (example):
ratio 1:3 section1 and ratio 1:2 on section2
if anyone upload in section1 they need to do SITE TRANSFER for download from section2
i want download from section2 without do site transfert
