Peoples, could you tell me some ftp-servers with directory /incoming/ or /upload/ (the name of directory is not important, because this directory was support uploading files) and with supporting site-to-site download. Thanks.
I need this ftpserver for the testing flashfxp program.

you just need to configure file/dir permisions to write but not read
