FTP problem

So hey guys i have Xbox with rgh i have lan cable i connect my laptop to xbox and everytime i try to connect it says connection failed or refused what i have to do?
does my laptop and xbox have to be connected to internet when transfering something? :cry:

Can you connect to any other ftp server?
If so then the problem is with your xbox.
