I Cant log on to mates FTP

Hi people,
i have a problem logging on to my mates FTP
i am using latest Flash FXP 4.2.5 V 1813
it comes up with
opening data connection IP.66.152.109.63 PORT:27847
Data socket error: Conection timed out
That IP addy is from Albany (suburb of New York)
i am from Australia
is there a way to fix this

disable passive mode and try again
or tell whoever owns this ftp server to properly configure their firewall.
