transfer configurations sites with new version ?

I have an old version 3.0 with my site configuration above (site.dat), if I buy the new version can I transfer my site configuration directly in the new version ?

Yes, the best way to do it is using the backup / restore configuration (https://oss.azurewebsites.net/forum/showthread.php?t=13507) feature.
