Ive open up and forwarded in the router:

1000-2100
Same in flashfxp

Im still getting

[05:08:13] [R] 227 Entering Passive Mode (192,168,0,100,81,133)
[05:08:13] [R] Opening data connection IP: 81.123.251.114 PORT: 20869
[05:08:14] [R] Data Socket Error: Connection refused
[05:08:14] [R] Transfer Failed!
[05:08:14] [R] PASV
[05:08:14] [R] 227 Entering Passive Mode (192,168,0,100,78,200)
[05:08:14] [R] Opening data connection IP: 81.123.251.114 PORT: 20168
[05:08:15] [R] Data Socket Error: Connection refused
[05:08:15] [R] Transfer Failed!

Im missing something ?

The port range in FlashFXP applies to PORT mode connections. You're using PASV mode which is an outgoing connection.

Uncheck "Use Passive mode"

Did work much better , :)

But when Fxping , :

[07:50:57] [R] 227 Entering Passive Mode (192,168,0,100,80,208)
[07:50:57] [L] PORT 192,168,0,100,80,208
[07:50:57] [L] 200 PORT command successful.
[07:50:57] [L] STOR TEST

Then nothing happends ?

your [R] server is misconfigured. it's returning local LAN ip address which is unreachable from the internet.
tell server admin to fix that server. once that's done, fxp will work.
