Cannot connect to any FTP servers, just get connection errors

I have been having a real problem with trying to connect to any external FTP server. I have no problem making a LAN connection, but whenever I try to connect to an external FTP server, it pauses saying connecting, then it says "connection failed (connection timed out)". I've tried a few different FTP servers, as well as a few different FTP programs all with no luck. I've tried shutting off my anti-virus software as well as shutting off Windows firewall and still no luck. :confused:

I'm using FlashFXP v2.1 build 924. on Windows XP, running the windows firewall, Norton Antivirus, dialup modem.

upgrade to latest available version.
