What tcl/script runs this command/output to mIrc;

...and how can I make that line to show the FULL name of whats going up or down when doing !speed <username> ??

Your sitebot. If it comes from here, it's most probably dZSbot or ioBanana.

What you want to change depends on what sitebot you're actually using and the way it gets this information from ioFTPD.
