How To STop People Deleting Uploads In Public FTP's

Does anyone know how to stop people deleting from public FTP's, like a custom command or something...

Not change the file permission, but the server FTP permission

Oh, i don't have acess to that sort of stuff, its just a random pubic FTP.

I asked before i got told in my local help forum that in some FTP clients you can make a folder and do that without permissions.

Of you have any other ideas reply, but if not thanks anyways :)
