I obviously missed one vital thingy from your debuglog.

03-20-2005 19:16:45 PRE - Pre_Groups: 0
03-20-2005 19:16:45 PRE - Pre_Areas: 0

both says 0. If config worked it should be atleast 1 of each (for one group with one section). The error I now also see. you need to be numbering it as 0 1 2 3 4 and so on. you started on 1 and that wont work.
