3Mbit DSL and youââ¬â¢re worried about optimal performance? hah! Don't expect any substantial performance gain by fiddling with the default buffer sizes for such a small line.

You could try CableNut for tweaking the Windows TCP/IP buffers, but other then that...not much you can do.
