Never heard of it, and that script/tool has never been previously mentioned on this forum. However, I'd bet this tool doesn't work well, since it would become outdated quickly. ioFTPD and it's scripts are frequently updated with new configuration settings.
Config file generators are a bad idea anyway; the end user should take the time to learn how to properly configure it themselves.
