pretime is checked in the 'mkd' event.

[FTP_Post-Command_Events]
mkd = EXEC ..\scripts\ioBanana.exe mkd

You should already have that since it's in ioB install instructions.

Enable debug in ioBanana.ini and see what happens in the mkd event.
