This is due to bad config. If not mistaken G is not used for gadmin anymore but that might be wrong. anyways. if a user is to be a nuker then he should NOT have the flag that you have specified as groupnuke flag. IF he have that then he can only nuke stuff that belongs to same group he is in. Think this is stated in manual actually
