It has been, and probably still is, considered. One major drawback is that if your computer is publicly accessible, like a demo-machine, work-place, library etc. Anyone(tm) can set a password and leave you stranded unless you set one first, leaving them stranded in your place. Another problem is the potential corruption we've seen in the past. Untill we have that sorted out, this particular request will be left on hold.
