1st thing i would recommend is eliminate nat/router from your config.
make it so that your puter is connected directly to your cable modem w/o any routers in the middle.
if that solves your problem, then it is indeed something to do with your router. at that point i would recommend you look over router's configuration again and/or consult it's documentation.
you didn't mention that, but how is ftp performance on other computers on your lan?
