It sets the local download folder overriding your default.

If you want to store your data files in a seperate folder you need to chage the "Start In" property of the windows shortcut.
Depending on which specific build you're using you can pass -path="<path>" via the command line to set the path to the configuration files. (this is a new feature that hasn't been documented yet)
