The speed is different depending on the point of view.
In FlashFXP the speed is determined from where the data connection is establashed until the socket is closed.
The same is said for the ftp server, however when you download a file the ftp server always finishes first, it takes a few seconds for the ftp to read all of the remaining data which is still in transit over the internet.
