This is a very unusual issue.
After maximizing the screen to trigger this behavior if you resize any of the splitters does it fix the statusbar height?
I have attempted to reproduce the issue but thus far I've been unsuccessful.
There were some recent changes made to address an issue with the taskbar icon on Windows 8 with dual displays but I am unsure if this could be a side effect of that.
