In Preferences > Transfer, "Stop and resume if no data transferred for (minutes)"

I'm not entirely clear when you say it stalls on "RESUME ALL", you mean the dialog prompt?

I'm really interested in this issue and i'm not quite sure how switching to PASV mode solved your problem. Unless the problem was specifically related to establishing data the connections.
