are you behind a router or directly connected to the internet - also have you edited the Hosts.Rules file properly (not saying you havent but best to check all areas)
- you could always try adding ACCEPT H *@*.isp.com ADMIN -1 (dont know if its poss or it willl even work, and could be a security issue for all i know), its late and i have been to the pub
