is it possible to create a news-system similar to those seen on glftpd sites?

For example: !addnews Site is online and everything is looking good.

would make the trigger !news announce the following by the bot:

<SOMEBOT> Added 2007-01-24 HH:MM > Site is online and everything is looking good.
