I wouldn't recomend ioFTPD to everyone simply because it would be like using a sledge hammer to crack a nut for most people.
It is actually extremely stable, as stable as windows ever gets, so I'd have to disagree with that. And big FTP services with no linux option is where it comes into its own. Its niche but its good at it.
For the average home user who wants to make home movies available to his Sister across the country its just way too complicated and unnecessary, a simple daemon like serv-u will do.
