version: 5.4.0u beta with ioBanana v19

problem: i have 7 user accounts set-up and only 6 users can upload. the user that can't upload and has all necessary flags (3GHLT) meaning that he can do pretty much anything except for a few commands. all the other users only have one flag (3). i had taken the site down for a couple months and did not have this problem before then. it had just started happening a few weeks ago.
